Some time ago, local authorities expressed interest in paralegal training and IRRV Scotland organised a one day introductory course to give staff who work in sundry debt collection and in the wider revenues collection and recovery fields a flavour of paralegal training and to understand what wider training opportunities exist to achieve a paralegal qualification.

The day was a resounding success and, at the request of authorities, a further day with updated material has been arranged for 28th June 2016.

A Paralegal is a person qualified through education and training to perform substantive legal work that requires knowledge of the law and procedures and who is not a qualified solicitor.

Paralegals may work for, or be retained by solicitors within the legal profession or they may work within a legal environment within commerce, industry or the public sector.

Local government staff in relevant fields such as sundry debt collection find a paralegal qualification as an invaluable tool in providing an efficient and successful miscellaneous income service within their authority. A paralegal qualification is often key to promotion and is of considerable practical use to those qualified in their day to day work responsibilities.

Open Learning Options for Public Sector Professionals

In a time of dynamic change within the public sector workplace, re-skilling and up-skilling have never been more important. The challenge is to achieve this cost effectively and within a flexible learning environment.

In addition to giving attendees an overview of paralegal principles and training, the day will also seek to :

  • Explain the concept of Open Learning
  • Consider the detail of dedicated Professional Development Awards
  • Outline the mechanism of Modern Apprenticeships

 

Professional Development Awards

A key part of this one day event is to give attendees full information about what is involved in undertaking a PDA (Debt Recovery), an accredited professional qualification which covers:

Professional Ethics – especially the professional obligations involved in financial administration:-

  • Legal Research Skills – including how to access public domain websites with all of the relevant statute and case law
  • Law of Bankruptcy and Diligence – essentially the core substantive law but taught from the perspective of workplace relevance
  • Sheriff Court Civil Procedures – the basic skills required for non-lawyers to take small claims with quite large upper limits direct to court
  • Legal Administration – primarily the rules governing secure holding of confidential data

This one day event builds on a successful event last year addressing Open Learning Options for Public Sector Professionals and the materials will contain summaries of legal options including :

  • Providing specimen forms of Action with links to on-line guidance
  • Explaining the relevant enforcement options
  • Outlining the range of lifelong learning options available for up-skilling in this critical area of financial management

A main focus, however, will be to provide a key to policy and practice for working professionals in this socially significant subject area.

The whole point of a taster day is of course to open doors to further training and educational opportunities which will enhance skills to the benefit of both employers and employees and accordingly this session will be of great value to those working with debt recovery.

Course Leader: The speaker is Peter Scott, a published authority on legal education now retired as Head of Law & Human Resource Management at City of Glasgow College but who currently holds several consultancy and research positions in the university sector.

As places are limited, early booking is recommended. The IRRV regrets that, under normal circumstances, delegate fees cannot be refunded. However, delegate substitutions may be made at no cost at any time prior to the Seminar, subject to these being notified to the Institute.
