Council Tax New Masterclass and Case Studies Workshop

IRRV Scotland is delighted to announce a new council tax Masterclass workshop which will focus on the examination of Scottish council tax case law.

Whilst the issue of sole or main residence is largely covered by English cases, there is a body of Scottish case law covering thorny issues of treatment of uninhabitable property, definition of occupation (for empty properties), exemption based on occupation prohibited by law and landlord liability where tenants have “disappeared”.

These topics regularly feature in queries to the Scottish Revenues and Benefits Forum which shows that there are still many areas of council tax legislation being the subject of technical queries or causing confusion in interpretation.

The course will, therefore, be invaluable to all who work in council tax administration particularly those involved in appeals including attendance at appeal hearings where a detailed knowledge of relevant legislation and case law is essential.

Organisations such as recovery agents and those in the advice sector will also find the course of great value to their staff.

The course, led by Allan Traynor, a Past President of the Institute, will be run as a workshop encouraging delegate participation and debate.

A key feature of this event is that the programme is flexible and will accommodate issues delegates specifically wish covered. The booking form affords the opportunity to raise issues in advance and delegates can also raise these on the day of the seminar itself.
